Format for "insert date and time" should adhere to application preferences indicated time and date format.

Under preferences, (Edit -> Preferences -> Locale tabl) there is an area to indicate date format for display ("yyyy-MM-dd") and time format ("HH:mm:ss").

The "Insert Date and Time" hotkey (Ctrl-;) doesn't follow this format but appears to use it's own format ("11/20/18 11:41 AM"). Ideally, this inserted date and time should mirror the application preferences format for date and time (or have it's own config value).
