Documentation guidelines on TODO and FIXME comments

The documentation guidelines should clearly define how to annotate in-development excerpts/sections or needed expansions/fixes in the documentation (i.e. TODO and FIXME comments). Standardizing these would help to easily find all these holes in documentation in the future.
