How to reproduce
Since an update some time ago, the system filament presets stopped showing in bamboostudio (it used to work on this pc.) I tested the reinstallation of bamboostudio, even with the deletion of all user data, and the result is always the same if I install the studio again - in the installation cannot continue, because it is not possible to add any filament to the printer (for all bambu printers in the settings..), for example, I have to add the ender printer to choose generic pla, and the installation could be completed. after that, even after logging in, I can't see the filament system settings.
When I created a new user profile on the same computer, opened bambustudio in it, all filament presets are normally there..

Verified, the problem was caused by diacritics in the first letter of the user account name in Windows ("Čerwajz"), it is interesting that this problem was not there from the beginning, it also did not appear when creating a profile ("Jan Červenka") - everything worked correctly.
