Migrate distributions, installers and update tool to support Java17

Description:
We need to do following tasks
- Release Java17 supported custom JRE
- Add a workflow to move dependencies from github release to s3 buckets
- Change update tool server to update dependency location correctly
- Migrate distribution repo and pack Java17 for installers and zip files
- Make Update tool support for Java 17
- Update publish distribution workflow with new dependency
