Enable relative path for settings

If one wants to use JSkat from an USB stick it would be handy to have the settings folder set relatively to the place of the JSkat JAR file.

Enable direct input for the path of the settings folder in the options.

Option can be saved in the current working directory. If one starts JSkat via double click on the JAR file the options will be saved in the directory where the JAR file lies.
