Close down Kubernetes cluster

Since this project has reached its end of life, we should look into shutting down the existing Kubernetes infrastructure. The responsibilities of this repository's deployed resources will be taken over by https://github.com/azavea/kubernetes, which already has a Franklin instance and Argo workflows deployed. The NASA hyperspectral repo should no longer be concerned with maintaining infrastructure, but rather focus on using existing resources.
