STAC Catalog HSI extension upgrade

After moving the HSI extension into a separate repo https://github.com/stac-extensions/hsi we had to introduce changes, to align it better with the most recent STAC standards. This issue is to align the existing catalog with the most recent HSI STAC Extension spec.
