Add support for Dependabot and GitHub Security alerts

This project contains dependencies that span multiple supported Dependabot ecosystems (e.g., NPM, Python). Wire up Dependabot via dependabot.yml such that all relevant dependencies supported are managed and upgraded as new releases exist.
