Switch to `noxious-server` upstream

In #660 I am proposing we switch from toxiproxy to noxious for testing tuftool in chaotic conditions. The installation comands are included in the Makefile.
For now, we are using a fork with a few fixes, but once oguzbilgener/noxious#14 is included in an upstream release, we can switch back. If oguzbilgener/noxious#13 is implemented, we could also switch to using crates.io as the source rather than github.
