Auto-merge is approving dependabot PRs, but merge step is failing.

Expanded upon more in #513 the merge step is failing because Build and Security Scan workflows are not yet complete. GitHub Actions documentation shows workflows can be scheduled but with limitations. Because this is not working as intended it would be better to remove and reassess.
