upload fails for datasets containing ramp_id but no PII

Uploads will fail for datasets that contain a ramp_id column but no PII columns. AMC returns the following error:

"message": "Customer-owned data set ____ specified 1 external user ID column(s) (RampID) but no main user ID column."

Close this issue when you have validated that a dataset with the following schema works:
