Forecast GlobalTable replica region requirements

AWS::DynamoDB::GlobalTable
This issue occurs when the replicas section doesn't include the region the stack is being deployed into.
Resource handler returned message: "Invalid request provided: The Replicas section must contain an entry for the current region"
