Loopback setting might be reset on link down/up cycle

I have seen cases where the loopback setting is turned off for the port when a physical link goes down and then up. I was not able to force this to happen all of the time.
VFd now resets the flag when the negotiate callback (mbx) is driven to ensure that the correct loopback setting is maintained.
