Default value for GITHUB_TEAM_ID

Is there a reason why there is a default value for the GitHub team?

If a user fails to add the GITHUB_TEAM_ID env var, members of the team with id 696075 would be able to access their /resque page.

I can't see what team 696075 refers to, or if it even exists.
