Unless the spy is fully promoted, I'd like to find the easiest mission for him. It usually involves diplomatic visibility, world congress, and prior promotions to find a mission with %80+ chance of success. So, a sort option base on success chance would make promoting spies much less tedious. Promoted spies are essential if you're leading the game and AI keeps messing up your governors and districts.
