Remove Testing repo move single project it contains to Common

Testing repo only contains Microsoft.AspNetCore.Testing that can easily be moved to common and repository count reduced.
Yes please. It's pertinent to note that we don't ship anything from the Testing repo. Consequently no customer facing issue is referenced or tracked by it.
