Change RazorTooling to target netcoreapp1.0

Currently RazorTooling targets netstandard1.5 because it's better supported in dotnet (netcoreapp1.0 has bugs). Once the netcoreapp1.0 bugs are sorted out we should transition the tool over to netcoreapp1.0
