Add ability to specify output path when looking for TagHelper assemblies.

Once this commit has flowed through the dotnet/cli build system we'll need to update ResolveTagHelpersCommand to require an output path when creating an assembly load context.
/cc @Eilon @danroth27 this is needed for tooling.
