Russian language support for Windows

There is a problem with Russian language displaying in Windows (confirmed for EN version)
From http://www.lfd.uci.edu/~gohlke/pythonlibs/#curses :
Curses is an extension based on the PDCurses library. Unicode characters are not supported.
Solution, probably, won't be trivial.
Due to multiple encoding issues on Windows and not supported Unicode by Curses, it is decided not to continue work on Windows support.
Since now, Windows is not supported platform.
