Tileset Management

Maybe it'd be nice to have a dialog to manage tilesets (e.g. for features like #4398). Right now it's in Sprite > Properties, but probably we could move the options to other place. Not yet sure about the location/menu option and about what features this could contain (any comment/idea is welcome).
