Scene role is probably ComparisonRef (comparing the matter to my abilities; the matter is within my abilities).
Function is more difficult to ascertain. As a declaration, one would say: [बात] [मेरे बस की] है। A similar alteration is "[नीले रंग का] [घर]"/"[घर] [नीले रंग का] है", which is Characteristic↝Identity. So is this Identity? "The task is of my abilities".
Instead of बात one can also use काम (work/task) and other similar words.
I actually think that Scene is Characteristic. की बात may be a lot like वाला in that it appears everywhere and so its hard to give it a particular meaning:
अपनी पसंद की बात है तो मुझे याद आ रही है....
It's coming to me now, this is a thing of your liking.....या ये तो बाबा आदम के जमाने की बात है
This is a matter of Baba Adam's Timeयह अंदर की बात है, पुलिस भी अन्ना के साथ है (This is a secret, the police supports Anna)
The english sentence above is actually a translation taken from the Sketch Engine Hindi Dataset that was next to the Hindi sentence!

It is a very unfortunate thing / matter
My thinking is that the postposition ascribes a Characteristic property to बस/वश and then assigns the Characteristic property to a 'thing' / matter.
I think Theme for function. When converted to a question, it might be possible to frame all of the above as क्या questions, which is the typical constituent replacement for Theme constituents.
[EDIT]: I'm actually no longer sure about Theme. किस बात की versus just plain क्या है. I know for sure that क्या है replaces the entire constituent (e.g अपनी पसंद की बात, बाबा आदम के जमाने की बात, अंदर की बात, अफ़सोस की बात).
I might propose Identity because maybe की बात can be replaced with की चीज़ (literally thing) and it feels like the sentence is identifying the thing / matter also in addition to being a characteristic of it.
