[Refactoring] isSmoking param for SmokeLayout is not needed

I believe I introduced the isSmoking parameter for some reason. However, it is better to infer the smoking option from the (:smoke) annotation. Need to fix this.
It is needed. This parameter is loaded with the layout and therefore available when we're smoking. Leaving as-is.
