Create a stable tag for the docker images

Presently when utilizing the Docker image with the latest tag the development version is obtained, this should be expected in my opinion and is a good thing.
In contrast, when requesting for a stable tag, it does not exist. It would be a nice addition to have the latest stable version labeled as stable so it can be pulled.
