Update "Development Status" section of the README

The Development Status section of the README was written over a year ago for v0.1.0. It currently reads the following:
Argo-CD autopilot is currently under active development. Some of the basic commands are not yet implemented, but we hope to complete most of them in the coming weeks.
As a potential new user, I'm wondering if it is still the case that basic functionality/commands are missing. At first blush, it seems like this Development Status might be out of date.

We will update the README file ASAP.
We are still missing some advanced commands such as this #37 which need some further design/discussion
But you can start using Argo Autopilot today just fine as a user.
