Reduce effect and Reduce motion options

Add "Reduce effect" option ("No" (default), "Yes") in Graphics settings. It can remove the animated birds, all CSS shadows, and stop using 3D CSS (card flip effect), and maybe reduce color gradient in the "You Win" SVG. This can partially solve the slow game problem (#66) (#18).

Add "Reduce motion" option in Graphics settings. There's already the feature (#38) but no option. User will be able to choose from "Use system/browser setting" (default), "No", "Yes".
