Problem: CONTRIBUTING.MD doesn't describe continuous integration requirements

The CONTRIBUTING.MD should let folks know that the formatting of an ADR needs to pass those used by the tool markdownlint-cli. Additionally it might describe the best way to setup an environment to be able to write an ADR and ensure it passes linting prior to server-side CI.
