Mac keyboard viewer not respecting emulation option

Hi,
Trying to use the emulation option doesn't seem to do anything on Mac when using an external keyboard with a custom layout. I have attached a screen recording that kind of shows the issue?
I am pressing "o" here and switching between different keyboards on MAC settings and toggling the emulation option.
Expected Behavior:
My external keyboard uses the Dvorak layout with they keys mapped, I would like to be able to have the keyboard that is on screen show that layout but the keys are getting remapped.

I see now that tis is because of hardware is sending "Wong" physical locations.
