Support Azure Container Registry

We have documentation for using Starboard to scan images in Amazon's ECR, we should work out what the equivalent is for Azure

Yeah and now it was also released in trivy https://github.com/aquasecurity/trivy/releases/tag/v0.23.0
Now I know what I will focus during the rest of the week :)

Thanks @NissesSenap Indeed the code has been merged and released in v0.14.1. The updated docs will be published in v0.15.0
