Publish artifacts to Maven Central

Currently, all ServiceTalk released artifacts are available in a Bintray repo: https://dl.bintray.com/servicetalk/servicetalk/, but will need to publish them to Maven Central.
Done, first release: https://github.com/apple/servicetalk/releases/tag/0.20.0
