feat: Persist `EnableSchedule` in Cluster options

Description
After #273 , EnableSchedule is not persisted in cluster options in meta storage(currently implementation is etcd).
After the ceresmeta-server restarts, the EnableSchedule will not take effect.
Proposal
Persist EnableSchedule in Cluster options.
