Expose ETCD API

Description
ETCD API is necessary for the following development about clustering, which will be used for election of shard leader across CeresDB instances.
Proposal
Just expose the api of ETCD service.
Additional context
CeresMeta does not require any special settings for etcd, which is currently exposed.
