Expose SchedulerState as `pub`

Is your feature request related to a problem or challenge? Please describe what you are trying to do.
As a external user I want to be able to customize jobs based on resource availability.
Describe the solution you'd like
Expose state member from SchedulerState and ExecutorManager as pub. This allows to use methods like ExecutorManager::get_executor_state to retrieve metadata from executors.
