Consider using /usr/lib/anyrun and $XDG_DATA_HOME/anyrun/plugins for binary files

Having plugins in /etc and ~/.config goes against established practices of separating data from configs and causes various grievances like huge backup sizes or selinux policies forbidding executables. Please consider moving the defaults to the more convenient locations.
