CSS style twice

Hi,
I can't understand why CSS is inlined inside <style>...</style> in body and provided as a separate css file.
In Nuxt and Quasar, for example we can make the choice between extractCSS or not, but never both in the same time.

You can remove critters to disable the critical CSS injection.
