Can't have more than 16 items in bag

Describe the bug

when i add more than 16 items to the bag and refresh the page, it goes back to 16

Reproduction

add 17 or more items into the bag and refresh the page

System:
    OS: Linux 6.2 Pop!_OS 22.04 LTS
  Browsers:
    Firefox: 111.0
