[NEP-0029] [ADR] Create a script that opens an issue on public PyAnsys projects for Python version support

Following ADR for Python version support (added or dropped) : https://github.com/ansys-internal/architecture-decision-records/pull/114

We should be able to create issues on all repos (same way we do for the milestones) to inform about new Python version support or dropping old Python versions.
