Add welcome panels

🐞 Problem
The actual welcome page for our developer's guide https://dev.docs.pyansys.com/ is a bit "boring". Having panels would be like candy for the eye that does not spot at the first time the upper navigation bar.
For a quick idea on how this would look like, see https://dev.docs.ansys.com/.
This was solved in #192. Closing this issue...
