Generalize the "devel & too old" banners setup

Ref: ansible/ansible#70849.
I'm thinking about integrating https://sphinx-version-warning.readthedocs.io and using VERSION in conf.py for checking what banner to use.
The said extension is tightly coupled with RTD (it makes API requests to their API). So for now I addressed this by adding a theme flag via be42639.
