ansible-core devel dropping target support for Python 3.5

On June 13th, the version of ansible-core will be updated to drop target support for Python 3.5. Once ansible/ansible#80972 is merged, the devel version will require Python 2.7 or Python 3.6 or newer.
Controller Python versions are not affected.
Maintainers should update their CI test matrix to remove Python 3.5 from their devel testing if applicable.
