Peeping Tom - Can switch targets when normally not possible

I noticed that I was able to use Peeping Tom to switch targets when actively using the Summoning Bell, which isn't something you can normally do. There's probably other GUI's where this could happen also.

Steps to reproduce:

• Open Summoning Bell GUI (listing retainers or dealing with a retainer itself)
• Right click a name in Peeping Tom to target them.

I'm not sure on the implications of what would happen if you were to use the Summoning Bell while having a different target or none at all.
