Feat: Open Contributing guideline link page from contribute menu

Describe the bug
Currently, Contribute option does nothing when you click on it.

To Reproduce
Steps to reproduce the behavior:

1. Click on Option menu in the top-right side of klingon-ui.
2. Click Contribute menu.

Expected behavior
It should open Contributing guideline page
