In portrait mode toolbar should be across the bottom

On a phone screen, levels can be really small, and if waste horizontal space with the toolbar it's even worse.
Move the toolbar to the top bottom if the screen is taller than it is wide. This is most needed on Android, but you could do it in the Swing UI too if you like.
I'd suggest maybe it should be along the bottom, to prevent thumb strain. I'm not entirely sure though.
