Initial Github CI/CD implementation

- Build directly using Mbed CLI 1 (supporting online Mbed Studio)
- Build using no-OS-bsed Makefiles
- Use submodules to match no-OS setup and ease development
- Update documentation where necessary
Active development is currently on pamolloy/precision-converters-firmware/commits/philip/linux-build-support.
Three workflows have been added under the Actions tab in that repo. One to check versions between the .lib files and submodules, another for builds with Mbed CLI 1 that use the .lib files and a build with the no-OS Makefiles.
Build artifacts are under available under each run. For example, no-OS and Mbed CLI 1.
