Ensure all documentation in ampproject repos reflects new governance model/processes

We need to update our documentation (including CONTRIBUTING.md) to ensure it reflects the new governance model/processes and that they are otherwise up to date and clear.
One thing that would be good would be to explain the flow of a PR to production. In particular the black hole it drops into after it's been merged (and the issue closed) but hasn't gone to canary and then prod. We have a deployment process doc but they don't really make it obvious what happens.
This issue hasn't been updated in awhile. @mrjoro Do you have any updates?
I'm working on a PR to update all of our contributing docs to bring them in line with the new governance model. I hope to have it or for review by mid next week.
I think we can call this fixed! I'll keep any eye out for any other missing pieces that need updating.
