allow for debug or bypass mode

I'd like a way to be able to get through the filtering and throttling for debugging purposes.

I thought about disabling throttling when the debug=1 param is set (currently it just responds with the payload sent to logging, but filters normally), but my concern was that some site or actor could stick that parameter on everything and log like crazy into our logs. Not sure how big of a concern this is/should be.
