Create section for DPCS

Create a new section of website for the DPCS ideas.
- Borrowing concepts from "digital garden" or a personal wiki.
- Obsidian Publish is on option, at $20/mo.
- keep it simple
Tasks involved:
- quartz integration with placeholder content
- update and customize theme and graph view
- include content
