When govuk data load router-api is run, the backends refer to .integration.publishing.service.gov.uk which doesn't work in the current setup of the development system.

For the govuk-puppet devleopment VM, this is handled here https://github.com/alphagov/govuk-puppet/blob/eb970bda15d7e6f16047f1ca8d547b10919698e5/development-vm/replication/replicate-data-local.sh#L21-L23
