Restrict item to specific groups when dragging on timeline

Is it possible to make an item's group editable when dragging it on the timeline but to restrict which groups it can be dragged to? I have a few groups that I don't ever want an event to be dragged on to. And I have items that I never want dragged out of a list of specific groups.
Searched the docs and stackoverflow but not coming up with anything
onMoving is the answer.
