Drop python 3.8 support

There is not any urgency here that I know of, but tracking so we don't forget to remove this at some point. Will follow a similar pattern as https://github.com/home-assistant/architecture/blob/master/adr/0002-minimum-supported-python-version.md and https://www.python.org/downloads/ for latest versions, release dates, and end of life dates.
