Sonarqube is including .xml files

We've added sitemap.xml , and actually all XML files to the exclusion list on Sonarcloud. Unfotunately the Sitemap is still being picked up.
The other, possibly related issue is that we've been unable to deterministically get the sonarqube analysis to run on pushing to master. We've tried pushing a couple of commits, pushing a PR, nothing. Leads me to believe that perhaps the exclusion list is properly set up but the analysis isn't running.
